RULES |

The Team
event shall be sailed under the 2000-2004
RRS, the RRS Appendix D, when not amended
hereafter, and these Supplementary Sailing
Instructions. RRS D2.3 (Umpired Races shall
apply). |

English
shall be the official language. |
| 2.1 |
A maximum
of 5 boats from each state team shall enter
in a race. The assignment of the four boats
to race shall be made by the Team leader
at his discretion and may be varied after
each race. The fifth boat which shall not
compete is to remain within the waiting
area for the duration of the race. Failure
to do so may result in disqualification
of the team. |

TEAM

Boats shall
carry Malaysia’s national letters
and numbers on their sails and a coloured
ribbon attached to the peak supplied by
the RC or with such variation as the Chief
Measurer shall permit. |

FORMAT

Depending
on the number of teams entered, the Race
Committee will determine the number of flights
and matches. |

ORDER OF STARTING |

The order
of starting for each flight will be determined
by a draw during the team managers meeting
and will be posted on the Official Notice

RACING

The racing

THE
COURSE |

The diagram
in Appendix 1 to these SSI shows the course
including the approximate angles between
legs, the order of marks to be rounded and
the side on which each mark is to be left. |

WAITING
AREA |
| 8.1 |
Team leader
boats and boats not racing shall remain
within the waiting area, which is situated
at least 50 meters to leeward of the starting
line and 50 meters to windward of the finishing
line as show in SSI Appendix 1. Immediately
after finishing, boats, which have finished
racing, shall leave the racing area and
return to the waiting area, keeping well
clear of the racing area and racing boats.

recalled match shall be restarted 5 minutes
after the last match in the flight. IC “First

The finishing line shall
be between the mast flying the KYC Burgee
on the race committee boat and a buoy flying
FINISH flag at the port end. |

TIME LIMIT |

Boats failing to start
correctly within 4 minutes after their starting
signal shall be scored “DNS”. |
| 14.2 |
Any boat which does not
finish within 10 minutes of the finishing
time of the first boat in her race shall
be scored “DNF”. |

UMPIRING |
| 15.1 |
These SSI 15.1 to 15.8
apply to all infringements of the RRS except
78 (Class Rules). For the Purpose of these
SSI, “Umpire” means any member
of the Jury or other person appointed by
the chairman of the Jury. The following
RRS are amended as noted hereafter: 61,
63, 64, 65, 66, 67 and Appendix D, Rules
2.3(a), 2.3(b), 2.3(e) and 3.1. |
| 15.2 |
Written protests shall
not be accepted by the Jury. RRS 61.2 and
61.3 will not apply. RRS 62.2 has been amended:
The request shall be made orally to an umpire
immediately after finishing. |
| 15.3 |
A protesting boat shall
comply with RRS D2.1(a) and shall immediately
hail the boat against whom it wishes to
protest and shall try to call the attention
of an Umpire. The protest flag, a red flag
which alters RRS D2.3(a), shall be displayed
handheld and shown conspicuously to both
protestee and umpire. |
| 15.4 |
A boat that acknowledges
infringing a Rule of RRS Part 2 or RRS 31.1
may exonerate herself by immediately sailing
well clear of all other boats and remaining
clear while she makes one complete 360 degrees
turn, including one gybe. When the infringement
occurs at the finishing line, she shall
make her turn complying with RRS D2.1(b).

| 15.5 |
A boat that infringes
a Rule of RRS Part 2 or RRS 31.1 and does
not exonerate herself in accordance with
SSI 15.4 shall, when instructed by an Umpire,
execute 720 degrees turns, complying with
RRS 44.2. When a boat acknowledges fault
but claims that the other boat involved
in the incident has infringed a Rule of
RRS Part 2 or that RRS 31.3 applies, shall
act in accordance with SSI 15.3 above. |
| 15.6 |
When RRS 42 is infringed
by a boat, an umpire may instruct the boat
to exonerate herself by the execution of
a 720 degrees turn, complying with RRS 44.2.
A boat that has infringed RRS 42 a second
time shall be disqualified in the race where
the second infringement was recorded, although
she may have exonerated herself for each
individual infringement. If a boat infringes
RRS 42 for a third time, she shall be disqualified
from the whole team racing series. |
| 15.7 |
An Umpire may penalize
a boat which does not exonerate herself
by executing her penalty turn or turns correctly,
or when the Umpire decides that the boat,
after completing her penalty, still gained
an advantage over the other boat(s) by the
infringement. A boat that fails to comply
with an Umpire’s instruction or has
infringed RRS 14, shall be disqualified
without a hearing (amending RRS 63.1). |
| 15.8 |
When an Umpire decides,
upon a protest, that no infringement has
occurred, the protest may be waived. The
Umpire will show this by hand signals. No
flag signal will be used (altering RRS D2.3(b)
(1)). The Umpire will instruct a boat to
take a penalty by whistling and pointing
towards the penalized boat. No flag signal
will be used (altering RRS D2.3(b) (2) and
D2.3(e)). |

SCORING |

The scoring system will
be in accordance with RRS D3 except no penalty
points will be used. |
| 17.0 |
SUPPORT BOATS

| 17.1 |
Team managers, coaches
and all other support personnel shall remain
at anchor within the waiting area as defined
in SSI Appendix 2 during the conduct of
team racing. The penalty for failing to
comply with this requirement may be disqualification
of the team associated with the infringing
support personnel. |
