1.0 ORGANISATION AND RULES
1.1 The event is organized under the Malaysian Games IX and the organizing committee appointed by Sukma Sabah 2002, under the auspices of the Malaysian Yachting Association (MYA).
1.2 English shall be the official language.
1.3 The event shall be sailed under the 2000-2004 RRS, the current Class Rules of IODA, the Technical Handbook, the Measurement Regulations, these Sailing Instructions and any subsequent changes made by the Race Committee or the Jury.
Supplementary Sailing Instructions will govern the team races.
1.4 On the water judging of RRS 42 will apply according to RRS Appendix N.
A member of the J or its designated observer who sees a boat breaking RRS 42 may protest her, as soon as possible, by making a sound signal, pointing a yellow flag at her and hailing her sail number, even if she is no longer racing. A boat so protested is not subject to another protest under RRS 42 for the same incident. This alters RRS 36,63.1,67 and A1.3.
The sail number of a boat so penalized will be posted on the Official Notice Board as soon as possible, but during the Protest Time at the latest.
1.5 The event is designated Category A in accordance with Appendix G3 of the RRS.
1.6 A Jury will be appointed with the approval of the Malaysian Yachting Association’s technical delegate. Its decisions will be final.
Actions by the J, mark, safety or TV/media boats will not be grounds for redress. This changes rule 62.1.
1.7 Optimist girls shall carry pink ribbon of a fixed length supplied by the RC, to be attached securely at the top of the sprit.
2.0 ELIGIBILITY
2.1 Competitors representing states of Malaysia in accordance with Malaysian Games IX Regulations. The host state may invite competitors from countries/states outside Malaysia.
2.2 Each state may send a team of 5 sailors, with one team manager and one coach. Both sexes must be represented amongst the sailors representing a state. The sailors must be born in 1987 or later.
3.0 NOTICE TO COMPETITORS
3.1 Notices to competitors will be posted on the official notice board located near the Race Secretariat at KYC.
4.0 CHANGES IN SAILING INSTRUCTIONS
4.1 Any change in the SI or SSI and other notices to competitors as approved by the Jury will be posted on the official notice board before 1000hrs on the day it is to take effect, except that any change to the schedule of races shall be posted before 1900hrs on the day before it is to take effect.
5.0 SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed on the official starter box located in front of Race Secretariat at KYC.
5.2 IC “AP” with two sound signals(one sound signal when lowered) means “The race is postponed. The Warning Signal will be made not less than 20 minutes after “AP” is lowered.
5.3 IC “B” fully hoisted with one sound signal means ‘Protest Time has begun.’ When lowered half way with one sound signal, it means ‘There is less than 30 minutes remaining before protest time ended.’ When lowered with one sound signal, it means ‘Protest time has ended.’
5.4 IC “L” hoisted with one sound signal means “A notice to competitors” has been posted.

7.0 FORMAT OF THE CHAMPIONSHIPS
7.1 There will be a staggered start for the boys and girls individual event.
7.2 Teams racing will be according to the format to be described in the SSI.
7.3 There will be no limit to the number of races to be run each day.IC “D” flown from the flag mast of the committee boat means the last race of the day is being sailed.
7.4 No start shall be made after 1500 hrs on Friday Sept 13, 2002.
8.0 RACING AREA
8.1 The racing area is situated as shown in Appendix 1 to these SI.
9.0 THE COURSE
9.1 The diagram in Appendix 2 to these SI shows the course and order of marks to be rounded. All marks are to be rounded to port.
9.2 The course flag for trapezoid inner loop shall be YELLOW FLAG
9.3 The course flag for trapezoid outer loop shall be RED FLAG
9.4 The class flag for boys class shall be IC “O”
9.5 The class flag for girls class shall be IC “F”
10.0 MARK

11.0 THE START
11.1 Race will be started by using the following signal. Times shall be taken from the visual signal; the failure of a sound signal shall be disregarded.

11.2 The starting line will be between the mast of committee boat flying KYC burgee and a round black buoy at the port end.
11.3 A boat shall not start later than 4 minutes after her starting signal.
12.0 INDIVIDUAL RECALL
12.1 Individual recalls will be made in accordance with RRS 29.2.
13.0 GENERAL RECALL
13.1 General recalls will be made in accordance with RRS 29.3.
14.0 CHANGE OF COURSE AFTER THE START
14.1 A change of course after the start will be signaled before the leading boat has begun the leg although the mark may not then be in position. Any mark to be rounded after rounding the mark may be relocated to maintain the original course configuration.
A change of course will be signaled near beginning the leg being changed by a Committee Boat which will display IC “C” together with a red flag (changed to port) or a green flag (changed to starboard), and give sound signal periodically.
14.2 No compass bearing will be shown (altering RRS 33).
15.0 THE FINISH
15.1 The finishing line will be between a staff displaying KYC burgee on a race committee boat and a buoy with a “FINISH” flag.
16.0 TIME LIMIT
16.1 The time limit for the first boat to finish shall be 1hour 20 minutes after her starting signal. When the first boat finishes within the time limit, the race will be valid only for those boats which finish 15 minutes after the finishing time of the first boat in her race (altering RRS 35). Boats which fail to finish within this time shall be scored “DNF”.
17.0 PROTEST
17.1 A boat is not exempted from displaying a red flag according to the second sentence of RRS61.1(a) (amends RRS61.1(a) third sentence). A boat is required to display a red flag shall do so until she is no longer racing and shall inform the RC of the boat being protested immediately after finishing (amends RRS61.1(a) fourth sentence
17.2 Protest shall be written on the protest form available at the Race Secretariat and shall be lodged there during the Protest Time. Protest time will start after the return of the Race Officer following the last race of the day and shall be signaled in accordance with SI 5.3. Protest Time may be extended by the Jury when they deemed necessary. The end of Protest Time will be posted on the notice board.
17.3 Sail numbers of protestors, protestees and witnesses as well as place and intended time of protest hearings will be posted on the official notice board within 15 minutes of the expiry of protest time. This will constitute official notice to all parties. No protest hearing will be started after 2200hrs.
18.0 SCORING
18.1 The Low-Points Scoring System of RRS Appendix A will apply. Seven (7) races are scheduled, of which no minimum number of race shall be completed to constitute a series. Each boat’s series score will be the total of her race scores, with her worst score discarded if five (5) or more races are completed.
19.0 SAFETY
19.1 A personal flotation device shall be worn at all times while afloat. Wet suit and dry suits do not constitute adequate personal buoyancy. If the buoyancy device is of an inflatable type, it should be inflated at all times while afloat.

19.2 Each team manager shall leave the team`s ID tags in the Race Secretariat before the first start of each day to indicate that all team members of the team have left shore and shall collect the team`s ID tags again within 30 minutes after the the last boat in the last race arrive ashore to indicate that all team members have returned ashore.
19.3 Competitors who require assistance should so signify by blowing a whistle or waving one arm. The Race Committee reserves the right to assist competitors who, in the opinion of the Committee, require assistance, regardless of the wishes of the competitor.
20.0 RETIRING
20.1 Any boat that retires from a race shall inform the Race Officer at sea if possible and shall in all cases inform the Race Secretariat with the least possible delay.
21.0 MEASUREMENT
21.1 Measurement checks may be made throughout the race on the instructions of the Race Committee or the Jury. Boats notified shall report immediately to the nearby measurement boat displaying a white flag marked "M"and shall not make any adjustment to the boat.
21.2 Competitors shall use only the measured hull, daggerboard, rudder (with tiller and extention), mast, boom, sprit and sail during the championships. This equipment will be measured by the Measurement Committee to the measurement regulation.
21.3 When damage occurs the competitor shall inform the Chief Measurer or his representative. Substitution of damaged equipment may be permitted providing that the damaged equipment has been checked by the Chief Measurer or his representative on the water and the substituting equipment is presented for measurement to the Measurement Committee after the end of the day’s racing. Such substitution is subject to the approval of the Jury.
21.4 Sails shall carry the national letters and numbers. In all other respect the sails shall comply with the Class Rules and RRS 77 .
21.5 Failure or loss of supplied equipment shall not be grounds for seeking redress, except for requests as provided for in RRS 62.1(b).
22.0 SUPPORT BOATS
22.1 Individual team support boats may be used on the condition that the presence of the support boat is reported to the RC.
22.2 Each support boat shall carry the state flag of the team that it is supporting.
22.3 There will be a general support boat provided by SUKMA IX Sailing Organizing Committee.
22.4 Team managers, coaches and all other support personnel shall not enter the racing area during the period beginning 5 minutes before the start of any race and ending after the finish of the last boat. The race area shall be any area within 50 meters of the course of any boat still racing might sail.
23.0 LIABILITY
23.1 Participants compete entirely at their own risk and responsibility. The Organizing Committee and any party involved in the organization of the event accept no liability whatsoever for any injury, death, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the event.
23.2 Competitors are advised to carry proper insurance covering all risks.
24.0 PRIZE
24.1 Medal
Medal will be awarded to the top three placing in the following :-

- Team Race (Open)
24.2 Victory Ceremonies
Participants receiving awards must wear their official state uniform.
